20,000 automated poll counting machines for midterm elections now in PH

BIÑAN, Laguna — The Commission on Elections (Comelec) announced on Saturday that over 20,000 automated counting machines (ACMs) have arrived in the country for the May 12, 2025 national and local elections.
During a press briefing at a warehouse in Biñan, Laguna, Comelec Chair George Garcia reported that a joint venture by Miru Systems has already delivered 24,000 ACMs for next year’s midterm elections.
“There is no compromise when it comes to the quality of those being delivered to us,” Garcia said.
Garcia also showcased 7,400 of the counting machines, noting that an additional 7,000 are currently awaiting release by the Bureau of Customs.

“Dapat ang commitment sa atin ng Miru para sa buwan ng August ay 20,000 lang so lumalabas sumobra sila sa kanilang commitment ng 4,000,” Garcia emphasized.
According to Garcia, the Comelec’s physical and quantity verification committee will immediately return any damaged items for replacement, even during the initial visual inspection.
Additional Poll Equipment Expected Before Year-End
On September 2, Comelec is expected to receive an additional 2,000 counting machines from Miru Systems.
Garcia also stated that the South Korea-based company has fully met its obligations regarding additional technological devices and supplies that will be used in the upcoming elections. These items include toners, cable ties, test ballots, application servers, database servers, laptops, and printers for the integrated canvassing system.
Additionally, Starlink satellites, which will be used to transmit votes, have also been delivered to the warehouse.
“For us, we’re happy because Miru Systems is complying with their commitment based on their contract,” Garcia said.
Before the year ends, a total of 110,000 ACMs are expected to arrive, with 30,000 machines scheduled for delivery in each of the months of September and October, and the remaining 10,000 by December.
The “Full Automation System with Transparency Audit/Count” (FASTrAC) project, valued at PHP 18.8 billion, was awarded to the joint venture representing South Korea-based JV Miru Systems Co. Ltd, Integrated Computer Systems, St. Timothy Construction Corp., and Centerpoint Solutions Technologies, Inc., replacing the retired Smartmatic vote-counting machines used during the 2022 elections.
