4Ps: patuloy na nakakatulong sa mahihirap na Pilipino

Nagkakasya na lang ang pamilya ni Judy Sales sa isang maliit na bahay. Gawa lang daw ito sa pinagtagpi-tagping kahoy kaya mainit at masikip. Wala rin daw silang maayos na kisame na nakakadagdag sa alinsangan sa loob ng bahay.

Dahil sa patuloy na pagtaas ng presyo ng mga bilihin, madalas daw silang kinakapos sa pera. Kung may nagkakasakit sa kanilang pamilya, napipilitan na lang daw silang magtiis kaysa umutang pa sa kapitbahay para makabili ng gamot.

Kaya malaking bagay na raw para kina Judy na may maipanlaman sila sa kumakalam na sikmura. Laking pasasalamat na raw nila sa apat na libong pisong natatanggap nila kada – buwan mula sa gobyerno.

Sa tulong nito, nakakabili sila ng kanilang mga pangunahing pangangailangan sa araw-araw gaya ng bigas at ulam.

51 taong gulang na si Judy. Ipinanganak daw siya sa Masbate pero sa Balagtas, Bulacan na siya lumaki. Doon na rin siya nagkaroon ng asawa at bumuo ng pamilya.

Isang taon na raw mula nang namayapa ang asawa ni Judy dahil sa sakit. Kaya mag-isa na lang niyang itinataguyod ang kanyang walong anak, tatlo sa kanila ang pamilyado na.

Namamasukan si Judy bilang tagalaba sa kanilang lugar isang beses sa isang linggo. Kumikita siya rito ng tatlong daang piso na hindi raw sumasapat sa pang-araw-araw nilang gastos. Kaya naman blessing daw talaga sa kanilang pamilya na maging benepisyaryo siya ng 4Ps.

“Makaling tulong ang perang nakukuha ko. Hinahati ko iyon para mabili mga pangangailangan namin gaya ng pagkain,” kuwento ni Judy sa Arkipelago News.

Ang Department of Social Welfare and Development (DSWD) ang nagpapatupad ng programang 4Ps. Kada buwan, binibigyan nila ng P1,400 ang mahihirap na pamilya na may tatlong anak. Mula sa National Household Targeting System for Poverty Reduction ang listahan ng benepisyaryo ng programa.

Isa lamang ang pamilya ni Judy sa mga natutulungan ng 4Ps. Ayon kay Judy, hindi raw niya alam kung paano niya nalalampasan ang hamon ng bawat araw dahil sa hirap ng buhay lalo na ngayon na may pandemya.

“Malaking bagay ang 4Ps talaga para sa gaya namin. Wala kasing kasiguraduhan sa araw-araw. Kaya itong nakukuha namin, sobrang laking tulong,” paliwanag ni Judy.

Mahigit isang dekada na mula nang naipatupad ang Pantawid Pamilyang Pilipino Program o mas kilala sa tawag na 4Ps.

Layunin nitong makatulong sa pang-araw-araw na gastusin ng mga mahihirap na Pilipino. Bukod sa tulong pinansyal, nagbibigay din ng libreng serbisyong medikal at pang-edukasyon o educational grant sa mga benepisyaryo.

Nagsimula ang 4Ps bilang isang programa ng DSWD noong 2007. Ito ang pangunahing istratehiya ng administrasyon ni dating Pangulong Gloria Macapagal- Arroyo para labanan ang problema ng kahirapan sa bansa.

Si Senator Leila de Lima naman ang pangunahing may akda ng Senate Bill No. 2117 kung saan isinusulong na maging ganap na batas ang 4Ps. Ayon sa senador, nakita niya kung gaano kaepektibo ang layunin ng programa para makatulong sa mahihirap.

Nito lang April 17, 2019, nilagdaan na ni Presidente Rodrigo Duterte ang RA (Republic Act) 11310. Isinasabatas nito ang 4Ps Act na gagamitin bilang National Poverty Reduction Strategy.

Tinatayang 4.4 milyong mahihirap na pamilya ang matutulungan ng batas sa loob ng pitong taon. Dahil dito, maaari raw maibaba ang poverty incidence sa bansa.

Ayon kay De Lima, epektibong paraan daw ang 4Ps sa pagtulong sa mga kapus-palad lalo na ngayon na humaharap tayo sa matinding krisis. Kaya naman ikinatuwa niya ang naging aksyon ng pangulo.

“Lubos tayong nagpapasalamat sa pagiging ganap nang batas ng isinusulong nating pagpapatibay at pagpapalawak sa serbisyong hatid ng 4Ps,” ayon kay De Lima.

Dagdag pa niya na hindi na raw dapat pagdudahan pa ang programa o kwestyunin ang layunin nito. Hindi naman daw tinuturuan ng 4Ps na umasa lamang ang mga mahihirap sa gobyerno.

“Malinaw na hindi ito isang limos o dole out lang, kundi isang investment at pagbibigay ng kakayahan sa mga kapuspalad na dumadaan sa mahigpit na pagsubok dahil sa labis na kahirapan o matinding sakuna,” paliwanag ni De Lima.

Pamilya ng mga magsasaka, mangingisda, at mga walang tahanan ang ilan sa kabilang sa makakatanggap ng tulong mula sa nasabing batas. Para sa taong ito, 88 milyong piso ang inilaan para sa 4Ps. Kasama na raw ang nasabing halaga sa 2019 national budget.
