MANILA — In a bold and urgent appeal to the nation’s leaders, the Catholic Bishops’ Conference of the Philippines (CBCP), through its president, Pablo Virgilio S. Cardinal David, Bishop of Kalookan, has issued a powerful statement calling for integrity, transparency, and accountability in the wake of the unfolding flood control corruption scandal.

The statement opens with a verse from the Gospel of Luke, emphasizing the inevitability of truth:

“Nothing is concealed that will not be revealed, nor secret that will not be known. Therefore whatever you have said in the dark will be heard in the light.” — Luke 12:2–3

This biblical passage about truth and revelation sets the tone for the CBCP’s message, which is addressed directly to those in government and public office.

In the wake of revelations surrounding massive anomalies in infrastructure projects, the bishops warn against political maneuvering that could undermine the investigation.

“The Filipino people are watching closely. After the revelations of massive anomalies in flood control projects, any move to change Senate leadership or redirect investigations now would only heighten public suspicion of a cover-up,” the CBCP stated.

“We, the Catholic Bishops’ Conference of the Philippines, call on all public officials to uphold the integrity of the ongoing inquiries into the flood control corruption scandal. The Independent Commission on Infrastructure (ICI) was created precisely to restore public trust. It must be empowered to investigate fully and freely, without political interference from any branch of government,” it underscored.

The CBCP emphasized that the Independent Commission on Infrastructure (ICI) must operate with full transparency in its proceedings, findings, and recommendations. It should be granted access to all relevant documents and witnesses, even those shielded by political privilege. The commission is also expected to disclose publicly any budget insertions and project allocations, particularly those connected to unprogrammed or duplicate projects under the DPWH. Moreover, it must ensure protection for whistleblowers and technical personnel who come forward in good faith, safeguarding their rights and encouraging truth-telling without fear of reprisal.

“We strongly oppose any attempt to pre-empt or derail the investigation through backroom deals, leadership takeovers, or selective justice. A nation cannot heal when its moral arteries are clogged by corruption and self-interest,” according to the statement.

They urge both Congress and Malacañang to rise above partisan interests and affirm their commitment to the common good, rejecting any form of whitewash and standing firmly for full accountability.

“Let the truth flow freely. Let the ICI do its work — thoroughly, transparently, and without fear or favor,” it underscored.

The CBCP invites the public to participate in a national day of prayer and public repentance—an appeal not only for justice, but for moral renewal.
