Atin Ito Coalition: ‘Mission Accomplished’ ang 2nd Civilian Mission sa WPS

Idineklara ng Atin Ito Coalition na mission accomplished at isang malaking tagumpay ang kanilang isinagawang May 14-17 na 2nd civilian mission sa Bajo de Masinloc sa West Philippine Sea (WPS).

Ayon kina Atin Ito lead convenors Akbayan President Rafaela David at Philippine Rural Reconstruction Movement (PRRM) President Edicio Dela Torre, ang tatlong pangunahing layunin ng 2nd civilian mission ay magsagawa ng “peace and solidarity regatta” o matatag na pagbiyahe ng mga bangka ng Pilipino sa Exclusive Economic Zone (EEZ) ng Pilipinas sa katubigan ng Bajo de Masinloc, maglagay ng symbolic “WPS buoys/markers,” at mag-deliver ng supplies sa mga mangingisda roon.

Ang Bajo de Masinloc ay isang pa-tatsulok na coral reef formation sa karagatang sakop ng Masinloc town sa lalawigan ng Zambales. Ito ay may lagoon na hitik sa mga isda at iba-ibang yamang-dagat. Bagama’t sakop ito ng Pilipinas, itinuturing ang lugar bilang traditional fishing ground o malayang pinagkukunan ng ikinabubuhay ng mga mangingisdang nasa malalapit na lugar tulad ng Pilipinas, Vietnam at China.

Subalit inaangkin ito ng China bilang ekslusibong teritoryo nila at pinagbabawalan nila ang ibang mga mangingisda na magpunta roon. Mula noong 2012 ay may itinalaga ang China na nakapirming mga puwersa at sasakyang pandagat sa bukana ng naturang lugar.

Inaangkin ng China ang kabuuan ng tinatawag nitong South China Sea, kasama pati ang mga lugar na may claims ang Pilipinas, Brunei, Malaysia, Taiwan at Vietnam. Ito ay sa kabila ng 2016 ruling ng Permanent Court of Arbitration (PCA) na nagdeklarang walang ligal na basehan ang pag-angkin ng China.

Noong Disyembre 2023 ay nagsagawa ang Atin Ito Coalition ng Christmas Convoy sa WPS upang magbigay ng mga munting pamaskong handog at mga basic supplies sa mga mangingisda roon. Iyon ang kauna-unahang civilian mission sa lugar.

Ang 2nd mission nitong Mayo ay mas malaki at pinuntiryang makarating mismo o makalapit man lang sa Bajo de Masinloc. Nilahukan ito ng nasa 200 katao na kinabibilangan ng mga volunteers, media, at international observers.

Kasama rin sa 2nd mission ang New Masinloc Fishermen’s Associations, Subic Commercial Fishing Association Incorporated, Mabayo Agri Aqua Association in Bataan, Pambansang Katipunan ng Samahan sa Kanayunan (PKSK), Pambansang Kilusan ng mga Samahang Magsasaka (PAKISAMA), Center for Agrarian Reform, Empowerment and Transformation (CARET), Akbayan Youth, at ang Student Council Alliance of the Philippines (SCAP).

Nag-deploy naman ang China ng 40 marine vessels sa lugar kabilang ang isang Chinese navy ship na tila nag-abang sa civilian mission.

In-escortan ng Philippine Coast Guard (PCG) ang civilian mission upang maiwasan ang tensyon. Nilinaw ng PCG na wala silang kinalaman, gayundin ang pamahalaan, sa civilian mission. Nag-deploy umano sila ng mga barko upang tiyakin ang kaligtasan ng mission bilang lehitimong aktibidad ng mga Pilipino sa loob ng teritoryo ng Pilipinas.

Matagumpay na naisagawa ng Atin Ito ang regatta sa WPS, gayundin ang pag-install ng buoys o markers.

Bagama’t hindi nakatuloy sa mismong Bajo de Masinloc ang main boats nila dahil sa pagtutok sa kanila ng mga barko ng Chinese Coast Guard (CCG) ay nakalusot naman ang maliit na bangka na nagsilbing advance team ng koalisyon at nakapaghatid ng gasolina at mga essential supplies sa mga mangingisda roon.

Ayon kay Atin Ito spokesperson Emman Hizon, naihatid nila ang mga supplies sa mismong Panatag Shoal.

Sabi ni David tungkol sa 2nd civilian mission, “This stands as a testament to the ingenuity, resourcefulness and bravery of the Filipino spirit amidst formidable challenges. China may possess larger and more vessels, and wield strong water cannons, but we possess a secret weapon: our ‘diskarteng Pinoy,’ which, when coupled with determination and love for fellow citizens and country, can surmount even the most daunting adversity.”

Dagdag naman ni Dela Torre, “The persistent aggression displayed by China in the West Philippine Sea only highlights its lack of legitimate claim. Our mission is a testament to the resilience and rightful assertion of our sovereignty by the Filipino people. This civilian supply mission is not just about delivering supplies, it’s about reaffirming our presence and rights in our own waters. The world is watching, and the narrative of rightful ownership and peaceful assertion is clearly on our side.”
