Defense Secretary Gilberto Teodoro Jr. delivered a scathing critique of China’s actions in the West Philippine Sea at the 2025 Shangri-La Dialogue in Singapore, labeling Beijing as the primary disruptor of peace in Southeast Asia. He accused China of employing propaganda to mask its aggressive maneuvers and to undermine regional stability.
Confronting China’s Deceptive Tactics
Teodoro directly addressed Chinese delegates, rejecting their inquiries as veiled propaganda aimed at diverting attention from China’s unlawful activities within the Philippines’ exclusive economic zone (EEZ). He emphasized that China’s persistent harassment of Filipino vessels and its expansionist policies, such as the imposition of a “10-dash line” claim, are deliberate attempts to undermine Philippine sovereignty and violate international law.
Highlighting China’s Contradictions
The Defense Secretary underscored the difference between China’s diplomatic rhetoric and its actions on the ground. While Beijing advocates for peace in international forums, it simultaneously engages in coercive activities against neighboring countries. Teodoro pointed out that China’s military regularly targets the Philippines with aggressive maneuvers, including the use of water cannons and military-grade lasers against Filipino vessels.
Calling for Regional Unity
Teodoro urged ASEAN nations to recognize and resist China’s attempts to sow discord within the bloc. He accused Beijing of trying to fragment ASEAN to assert its dominance in the region. The Defense Secretary called for collective action among Southeast Asian countries to uphold their sovereign rights and maintain regional stability.
Reiterating the Philippines’ commitment to international law, Teodoro emphasized the importance of the 2016 arbitral ruling that invalidated China’s expansive claims in the South China Sea. He called on the global community to hold China accountable for its actions and to support efforts in preserving the rules-based international order.
