ICC names Bong Go, Bato Dela Rosa, Aguirre as alleged co-perpetrators in Duterte’s deadly “war on drugs”

The International Criminal Court (ICC) has identified Senators Christopher “Bong” Go and Ronald “Bato” Dela Rosa, along with former Justice Secretary Vitaliano Aguirre, as alleged co-perpetrators in former President Rodrigo Duterte’s bloody “war on drugs.”
In a newly released, lesser-redacted 16-page document, International Criminal Court (ICC) prosecutors accused former President Rodrigo Duterte and several of his allies of orchestrating a “Common Plan” to target suspected criminals, including drug users and dealers, during his years as Davao City mayor and later as president.
The filing details killings and attempted killings between 2013 and 2018, linking Duterte to operations attributed to the Davao Death Squad in his hometown and to a nationwide police network that expanded the deadly campaign after he assumed the presidency in 2016.
Prosecutors emphasized that while the document specifies 76 murders and two attempted murders, the actual scale of killings was “significantly greater,” underscoring what they describe as a widespread and systematic attack on civilians. The filing was signed by Deputy Prosecutor Mame Mandiaye Niang and dated at The Hague, Netherlands.
The ICC also named several top officials as “co-perpetrators,” including:
● Senators Ronald “Bato” Dela Rosa and Christopher “Bong” Go
● Former police chiefs Camilo Cascolan, Oscar Albayalde, and Vicente Danao
● Former Justice Secretary Vitaliano Aguirre II
● Former NBI chiefs Dante Gierran and Isidro Lapeña
Lawyer Kristina Conti, representing families of victims, said the list demonstrates that the killings were systematic and state-backed, rather than isolated acts of violence.
Chilling Details
The ICC categorizes the alleged crimes into three groups:
Murder in Davao (2013–2016(sad) 19 victims killed under Duterte’s mayoral watch.
High-Value Targets (2016–2017(sad) 14 alleged drug kingpins reportedly killed for secret cash rewards.
Barangay Operations (2016–2018(sad) 43 deaths and two attempted murders in local police operations, including three children.
Duterte is accused of designing the policy, ordering killings, and publicly encouraging officers and hired gunmen, even promising immunity to those who carried them out. Prosecutors argue this amounted to a “widespread and systematic attack” on civilians.
The ICC’s Pre-Trial Chamber will now determine whether sufficient evidence exists to proceed to trial. Meanwhile, prosecutors have added new evidence to the case, though details remain undisclosed for security reasons.
