P42-M Rolls Royce, P22-M Mercedes Benz among 28 luxury cars owned by Discayas

MANILA — The family of contractor couple Pacifico II and Sara Discaya—whose construction firms secured government flood control projects worth billions of pesos—has accumulated 28 luxury cars, including a Rolls Royce Cullinan worth P42 million, a Mercedes Benz Maybach (P22 million), a Bentley Bentayga (P20 million), and a Mercedes Benz-AMG Wagon G63 (P20 million).
They also own two Cadillac Escalades worth P11 million each, two GMC Yukon Denalis (P11 million each), a Range Rover Autobiography (P16 million), a Range Rover Defender (P7 million), a Range Rover Evoque (P5 million), and a Chevrolet Suburban (P3 million), among other high-end vehicles.
Sara Discaya admitted that her family owns the 28 luxury cars during her appearance on September 1, 2025, at the Senate Blue Ribbon Committee inquiry into flood control projects funded by the government and awarded to private contractors—including the Discayas—which were later discovered to be either failed, substandard, or nonexistent “ghost projects.”

The controversial contractor was replying to Senate President Pro Tempore Jinggoy Ejercito Estrada, who commented, “Ngayon lang ako nakarinig na isang tao o mag-asawa na ganito kadami ang kotse na mamahalin.”
In previous interviews, Discaya showed off around 40 luxury vehicles in their parking building. During the Senate probe, she said only 28 are used by her family and the rest are service cars for their employees.
This was the first time Discaya appeared before the panel after being subpoenaed for skipping its August 19 hearing.
The Discaya family owns nine construction companies, two of which—Alpha and Omega General Contractor and Development Corp. and St. Gerrard Construction and Development Corp.—are among the top 15 contractors identified by President Ferdinand R. Marcos as having cornered the most flood control projects worth P100 billion.
Their seven other companies are St. Timothy Construction, Elite General Contractor and Development Corporation, St. Matthew General Contractor & Development, Great Pacific Builders and General Contractor, YPR General Contractor and Construction Supply, Amethyst Horizon Builders and General Contractor & Development Corp., and Way Maker OPC.
All nine companies bagged over 400 government projects worth a total of more than P30 billion, according to the citizen portal Sumbong sa Pangulo, which lists all supposedly completed flood control projects in the country.
Seven of these nine companies even competed against each other in public biddings for government contracts under the Department of Public Works and Highways (DPWH).
Discaya confirmed this when Estrada asked, “Mrs. Discaya, mayroon bang pagkakataon ‘yung siyam na pag-aari mo na construction company, meron bang pagkakataon na sila-sila naglalaban sa isang bidding, sa isang kontrata?… So minsan naglalaban-laban ‘yung siyam?”
“Si Alpha and Omega (General Contractor and Development Corp.) at St. Gerrard (Construction and Development Corp.), hindi po sila sumasali sa isang bidding. Pero ‘yung ibang licenses, magkakasama sila minsan,” Discaya said.
Estrada pointed out, “That is not a legitimate bidding. Dahil ‘yung siyam na ‘yon na naglalaban-laban sa isang kontrata, iisa lang ang may-ari. So kahit sino doon, kahit sinong manalo sa bidding na ‘yon, ikaw ang panalo. Dahil sa’yo lahat ‘yon!”
