Rep. Luistro: Duterte failed to follow requirement of due process in his war on drugs

MANILA, Philippines – Rep. Gerville “Jinky” Luistro of Batangas 2nd District stated that “former President Rodrigo Duterte’s war on drugs never complied with the requirement of due process,” as indicated by the approximate 31,000 victims.
During the 11th Quadcom Hearing, Luistro emphasized that if the former president had adhered to the requirement of due process, “wala po dapat ganito karami ang napatay at dapat maraming kaso na pending in court” (there wouldn’t be this many killed, and many cases should be pending in court).
“It is the humble submission of this representation that the Quadcom is ready to make a recommendation for the filing of necessary action in court, that is violation of law, the Republic Act 9851 or An Act Defining and Penalizing Crimes Against International Humanitarian Law, or at the very least, murder cases as defined under the Revised Penal Code,” Luistro stressed.

Luistro also questioned Duterte regarding his previous statement about taking full responsibility for both legal and illegal activities, asking, “if I can equate this statement of yours to an extrajudicial confession of guilt,” to which the former president answered affirmatively.
“Mam, it is a yes, wala na ako magawa, e,” Duterte replied, adding, “because I ordered the campaign against the drug syndicate at kung ginawa nila illegal or not, ako nag utos, in that sense, I take that responsibility of their action.”

“It’s not about guilt, what I am saying is that yung lahat ng inutusan ko sa war against drugs, kung ano ginagawa nila, I take full responsibility for that,” Duterte stated.
Duterte further added that his “confession” need not be put into writing as the Quadcom hearing is already documented.
