Kaugnayan ng Pharmally kay Michael Yang, ibinulgar ni Senador Risa Hontiveros

Isiniwalat ni Senador Risa Hontiveros nitong Miyerkoles, September 1, ang diumano’y kaugnayan ng binansagan ng opposition senator na ‘shady’ Chinese businessman sa Pharmally Pharmaceutical Corporation – ang kompanyang pinagbilhan ng Procurement Service ng Department of Budget and Management (DBM) ng 8.68 bilyong pisong halaga ng diumano’y overpriced pandemic medical supplies.

“Why is this government transacting with fugitives? Bakit tayo nakikipag negosyo sa mga taong may warrant of arrest pa nga sa ibang bansa?” bungad na tanong ni Hontiveros sa kaniyang online media briefing.

Gamit ang mga news clip at mga screenshot mula sa Taiwan’s Ministry of Justice website, direktang tinukoy ni Hontiveros si Huang Wen Lie, na kilala rin sa pangalang Tony Huang, na Chairman ng Pharmally International Holdings na aniya’y wanted sa securities fraud, stock manipulation, at embezzlement.

Ang anak naman aniya nito na si Huang Tzu Yen na incorporator ng Pharmally Pharmaceutical Corp. at Pharmally Biological Inc. ay wanted naman sa kasong stock manipulation.

Dagdag pa ng senadora, noong December 29, 2020 pa pinaghahanap ng batas si Huang Tzu Yen pero bakit hindi man lang ito ‘naamoy’ ng awtoridad gayong publicly available naman daw ang mga impormasyong ito.

Isa pa sa labis na ikinagulat ng senadora ay kung bakit sa kabila ng arrest warrant sa mga nabanggit na opisyal ng Pharmally, nakapasok pa ito sa isang transaksiyon sa gobyerno noong June 2021.

Sa pagapapatuloy ng report ni Hontiveros, pinangalanan ng senadora ang ilan pang incorporator ng Pharmally na director din ng kompanyang Full Win, tulad nina Rose Lin at Gerald Cruz.

Dagdag pa ni Hontiveros, ang chairman ng Full Win Group na si Zheng Bingqiang ay kapwa wanted din sa stock manipulation tulad nila Tony Huang.

“But wait, there’s more… Ang Chairman nitong Philippine version ng kompanyang Full Win ay si Michael Yang. Mahilig syang magpapakilala bilang Presidential Economic Adviser.” pagsisiwalat pa rin ni Hontiveros para bigyan ng kalinawan ang lahat sa kaugnayan diumano nila Yang at ng kompanyang Pharmally.

“So si Michael Yang pala, na pinapakinggan diumano ni Presidente pagdating sa mga desisyong dapat ay magbabangon sa ating ekonomiya, ay kasabwat ng isang taong tinutugis ng mga awtoridad sa ibang bansa,” patutsada pa ni Hontiveros.

Inilatag din ni Hontiveros ang ‘lalim’ ng ugnayan ni Yang at ni Bingqiang sa pamamagitan ng isang 2016 article kung saan makikitang nagpupulong si Yang, Bingqiang at Duterte. Idinagdag pa ng senadora na noong taong 2015 pa nagkakilala sila Bingqiang at Duterte kung saan pinaplantsa pa lang ang pagtakbo ni Duterte sa pagka-pangulo. Taong 2015 din kung saan binisita ni Duterte ang opisina ng Full Win sa Xiamen kasama si Michael Yang.

“Considering that Zheng Bingquiang is involved in Pharmally as shown in the warrant of arrest we showed earlier, this means that President Duterte has been interacting with Pharmally since 2015,” konklusyon ni Hontiveros.

Binanggit din ng senadora ang 2017 RTVM footage na naglalaman ng diumano’y pakikipagpulong ni Duterte sa mga opisyal ng Pharmally kung saan makikita rin si Yang at noo’y special assistant to the President Bong Go.

“Is there more to this story than what the President is leading us to believe? Ito ba ang dahilan kung bakit kahapon, hindi napigilan ni Presidente na ipinagtanggol ang businessman na si Michael Yang?” pagtatanong ng senador.Pagtatapos ni Hontiveros, singaw pa lamang ang lahat ng kaniyang isiniwalat. Naniniwala siyang may mas mabaho pang kuwentong nabubuo, kaysa sa isyu ng sinasabing overpriced PPE.
