Alice Guo is a Chinese spy; Election campaign organized by Chinese state security – Wang Fugui

MANILA, Philippines – In a Senate hearing on October 8, Wang Fugui, a former cellmate of self-confessed Chinese spy She Zhijiang, claimed that dismissed Bamban Mayor Alice Guo is a Chinese field agent.

Wang testified that She entrusted him with classified files, including a dossier on Guo. According to Wang, these documents reveal that Guo, also known as Guo Hua Ping, had ties to China’s state security, though she was not a highly significant agent.

Senator Risa Hontiveros, Senate Deputy Minority Leader, shared during the public hearing on Philippine Offshore Gaming Operations (POGOs) that her office had attempted to contact She Zhijiang. She, who had previously told Al Jazeera that Guo was a spy, refused to speak with them, but they were able to interview Wang, who allegedly holds some of She’s files.

“The content of the declassified file kept by Mr. She is large, and I have only declassified a portion under his authorization. She was a spy, but not a special one. It just happens that there is a copy of her state security background there,” Wang stated.

“And her situation with Mr. She has a lot of similarities. That’s all I can say because I’m not Mr. She himself, and according to my agreement with him, I can only reveal so much, sorry,” he added.

Wang’s Insights on Guo as a Chinese Agent

When asked if he knew how Guo became a Chinese agent, Wang explained that She Zhijiang had previously told him about the process while they were detained together.

“First of all, all field agents recruited by State Security will have very detailed background information investigated, and there are also special hacking teams and hometown associations, and chambers of commerce in charge of overseas information collection, including the secrets and weaknesses of some people that will be held in the background information , and this is the main method of controlling field agents overseas by State Security,” Wang said.

“For example, Guo Hua Ping’s fake Filipino identity is such secret and weakness that she can only listen to State Security. Mr. She’s experience is similar,” he added.

Senator Hontiveros asked whether Guo had been planted in the Philippines as a spy when she was young or if she had been recruited after becoming mayor of Bamban.

“Her campaign was organized by Chinese state security,” Wang replied.

When asked if POGO operators were involved in espionage, Wang confirmed a connection between offshore gaming and intelligence gathering.

“There’s also the fact that all of this is totally connected to the Belt and Road, which is also just part of a huge United Front and intelligence strategic plan for the whole world, including foreign colonization tactics,” Wang said.

She Zhijiang Using Me for ‘Media Mileage’ – Alice Guo

In response to the allegations, Guo denied the accusations made by She Zhijiang, suggesting that he falsely labeled her a Chinese state agent to gain “media mileage.”

Guo made the statement during the Senate inquiry into illegal POGOs, which featured a video interview with Wang that confirmed She’s accusation in the Al Jazeera documentary.

The former Bamban mayor insisted that she is not a Chinese spy and does not know She.

“Madam Chair, hindi ko po siya kilala,” Guo said.

“Bakit sa dinami-dami ng tao, ikaw ang napili niya na sabihing ikaw ay espiya?” Senator Jinggoy Estrada asked, referring to She’s claims.

“Tingin ko po baka gusto lang din niya ng media mileage ko po ngayon kasi sobrang taas ng media mileage ko po ngayon. Possible po,” Guo responded.

“Kaya hihingi din po ako ng tulong po sa inyo. Tulungan niyo po ako mag-imbestiga. Hindi po ako spy at para naman po hindi ako magmukhang kawawa talaga,” Guo appealed to the lawmakers.

“Maganda rin po ‘yung narinig ko kay Madam Chair na through our government agency po sana ma-invite po natin siya kahit through Zoom meeting lang din po para malaman din po natin kasi hindi ako spy at hindi ko po talaga siya kilala,” Guo said, supporting Senator Risa Hontiveros’ suggestion to obtain testimony directly from She Zhijiang.
