Anti-corruption alliance sees hope in VP Duterte impeachment bid

MANILA — The Taumbayan Ayaw sa Magnanakaw at Abusado Network Alliance (TAMA NA) has expressed optimism that the impeachment proceedings against Vice President Sara Duterte may still move forward, citing its receipt of the Supreme Court’s response to the alliance’s letter regarding the matter.

In a post on its Facebook page, the anti-corruption alliance stated, “Today (17 October 2025) we received a copy of a Supreme Court en banc resolution dated August 12, 2025 in response to the TAMA NA-initiated concerned citizens’ letter urging the High Court to hold a session for public oral arguments, reverse their decision, and hence let the impeachment trial of VP Sara Duterte proceed forthwith.”

“The letter is addressed to TAMA NA convener Prof. David San Juan and more than 100 signatories to the said concerned citizens’ letter. The Supreme Court’s resolution took note of our concerned citizens’ letter,” it added.

The alliance rejected the Supreme Court’s ruling in July, which declared that the impeachment case violated the constitutional ban on initiating impeachment proceedings more than once against the same official within the same year.

In its letter to the Supreme Court dated August 5, 2025, TAMA NA stated:

“Kami po ay mga mamamayang lumiham sa Kataas-taasang Hukuman upang 1) ipahayag ang aming malakas na pagtutol sa inyong desisyong ipatigil ang impeachment trial ni Vice President Sara Duterte ngayong 2025 at ang aming malakas na pagsuporta sa inihaing motion for reconsideration ng Kongreso; 2) ipahayag ang aming kahilingang magpatawag ng mga sesyon ang korte para sa publikong oral argument hinggil sa nasabing kaso; at 3) hikayatin din ang korte na baligtarin ang desisyon at bigyang-daan ang kagyat na pagsasabalikat ng Senado sa konstitusyonal nilang tungkulin na agarang isagawa ang impeachment trial ni Vice President Duterte.”

The alliance emphasized several reasons for its disagreement with the Supreme Court’s declaration that the impeachment was “unconstitutional”:

  • “… [N]ang magdesisyon ang mahigit 1/3 ng lahat ng mga kongresista na ang isa sa mga impeachment complaint ay tinatanggap at ikinokonsidera na nila bilang siyang opisyal na Artikulo ng Impeachment, awtomatikong dapat isagawa na ng Senado ang paglilitis kay VP Sara.”
  • “Malinaw sa lenggwahe at intensyon ng Saligang Batas na gawing mabilis ang proseso upang maging mabilis din ang pagpapanagot sa mga impeachable na opisyal.”
  • “Ang one-year ban ay malinaw na idinisenyo ng Saligang Batas para ang impeachable na opisyal ay hindi putaktihin at bagabagin ng mga huwad na impeachment complaint na makakasagabal sa kanyang tungkulin.”
  • “Anuman ang detalye ng mga teknikalidad, hindi dapat kalimutan ang pangkalahatang rasyonale ng Saligang Batas na pinagtibay ng sambayanang Pilipino noong 1987: ito’y buhay na dokumentong produkto ng Edsa, ng pakikibaka para tiyakin na hindi na muling mangyayari na may mandarambong na diktador at dinastiya ang makapagtatagal sa poder at patuloy na magagamit ang kapangyarihan para lalong makapandambong at makaiwas sa pananagutan.”
  • “Samakatwid, sa proseso at mekanismo ng impeachment sa Pilipinas, laging mas matimbang at dapat katigan ng korte ang karapatan ng sambayanang Pilipino na agad mapaalis sa pwesto ang impeachable na opisyal kaysa sa anumang teknikalidad.”

Highlighting the significance of the Supreme Court’s reply, TAMA NA said, “At the very least, we can now confirm that the Supreme Court did tackle the related cases again. We hope that the High Court will issue a new decision on the matter soon.”
