Cainta Mayor sanctions Angkas, orders community service over traffic violation

Cainta Mayor Atty. Elenita “Elen” Nieto has imposed sanctions on motorcycle taxi company Angkas, requiring them to conduct community service following a viral video showing several of its bikers obstructing traffic.
In a Facebook post, Nieto stated that Angkas promptly responded to her request for an explanation and apology during a meeting. “They made no excuses but did explain, and they apologized,” she wrote.
As part of the sanctions, Nieto added that Angkas CEO George Royeca will personally visit the Land Transportation Office (LTO) to formally apologize and settle the fines for each rider involved.
Mayor Nieto expressed hope that the incident would serve as a lesson for the riding public. She emphasized that Angkas has committed to performing community service in Cainta and assured that she will hold them accountable for it.
“Indeed, there are no mistakes if lessons are learned, and this case is no exception. We accept their apology and hope that every rider takes this as a learning experience. We will also ensure they follow through on their promise to serve the community,” she said.
Earlier, Royeca publicly apologized for the incident, acknowledging it as a failure to uphold the discipline, safety, and compliance that Angkas stands for.
“I understand the frustration and disappointment this has caused, and I deeply regret it,” he said. “Ako po ay nagpapakumbaba at humihingi ng taos-pusong paumanhin sa publiko, sa ating mga mananakay, sa mga kapwa motorista, at sa mga awtoridad.”
Royeca assured the public that Angkas would take full responsibility and cooperate with authorities. “As the leader of this organization, I should have done better, and I will do better,” he added.
He also addressed Angkas bikers who were unfairly affected by the controversy.
“To the hardworking Angkas bikers at sa mga Ka-gulong who uphold discipline and professionalism every day, pasensya na po at nadamay kayo. I know how dedicated you are, and I owe it to you—and to the public—to restore your trust.”
With Angkas pledging community service and stricter enforcement of discipline, the public expects authorities to closely monitor compliance moving forward.
