MANILA — Mamamayang Liberal Party-list Representative Leila de Lima, through her legal counsel Atty. Dino Singson de Leon, submitted a formal letter-complaint today to Justice Secretary Jesus Crispin Remulla. The complaint urges the Department of Justice to initiate an administrative investigation against members of the DOJ Panel who handled her drug cases, citing Grave Misconduct and Gross Ignorance of the Law.
De Lima, who has been acquitted of all charges filed against her, condemned what she described as a “shocking and brazen move” by the panel of prosecutors who filed a second Motion for Reconsideration on July 14, 2025—after her acquittal before the RTC-Muntinlupa City. According to De Lima, this legal remedy is “unequivocally barred by the constitutional prohibition against double jeopardy.”
The motion was later withdrawn and was reportedly filed without the approval of Secretary Remulla and Prosecutor General Richard Fadullon. De Lima denounced the move as “a malicious attempt to prolong my ordeal and subvert the rule of law.”
“There must be a reckoning for those who abused their authority, manipulated the prosecutorial process, and orchestrated this flagrant perversion of the law,” De Lima explained.
She alleged that the cases filed against her in the past may have been the result of coercion and misinformation.
“Laway lang ang puhunan; tinahi-tahing kasinungalingan lang ang ginawang batayan. The prosecutors willfully proceeded with this sham. They allowed themselves to become instruments of persecution, not prosecution,” she said.
De Lima emphasized that those who enabled this “travesty” should no longer be allowed to wield the powers of the State without accountability.
“Their actions were not a simple mistake; they were a tyrannical exercise of power that cost me years of my life and eroded the foundations of our justice system.”
She warned that if such abuse could be done to her—a former CHR Commissioner, Justice Secretary, and senator—it could easily be done to any ordinary Filipino.
“Hindi ko palalampasin ang kalapastanganang ito. Managot ang dapat managot!” Delima declared.
