Foreigner arrested in Benguet is a Chinese fugitive — Hontiveros

MANILA — Senator Risa Hontiveros revealed on Thursday that one of the foreigners arrested at a house in Tuba, Benguet, is a Chinese fugitive wanted by Interpol.
The operation that led to the arrest of Wang Keping, 35, female, and Khuon Moeurn, 37, male, was conducted by the Bureau of Immigration and the Presidential Anti-Organized Crime Commission (PAOCC) on the morning of July 27 at a house in Barangay Poblacion in Tuba, Benguet.

The two were not the original targets of the operation, which was initially focused on a Chinese woman who is a person of interest in the Bamban, Tarlac POGO investigation.
According to Hontiveros, Moeurn was found with a fake Cambodian passport, and his real name is Sun Liming, a Chinese fugitive wanted by Interpol for financial fraud in China.
“Hindi lang basta-bastang Chinese ang nagtago sa sinasabing bahay ni Harry Roque. Itong si Sun Liming ay bigating pugante na nasa Red Notice ng Interpol,” the senator explained.
Sun Liming, according to PAOCC, is an expert in developing apps that could be used for scamming operations.
“Ayon sa PAOCC, IT manager si Liming ng Lucky South 99, ang POGO na tinulungan ni Roque aregluhin ang mga utang sa PAGCOR. It appears this fugitive and Roque run in the same circles,” the senator expressed.
Hontiveros found it suspicious that a Chinese fugitive, allegedly involved in the Lucky South 99 POGO operations, was arrested in a house in Tuba, Benguet, linked to a company in which Atty. Harry Roque has interests.
“Sabi ni Roque ang may-ari ng bahay ay PH2 corporation na ang majority shareholder ay Biancham Corporation, kung saan incorporator siya at mga associates niya. Inamin din ni Roque na may bantay siya mismo sa bahay, at supervised niya ang nangyayari dun,” she said, adding, “Kaya nakapagtataka na sa dami ng bahay sa Pilipinas kay Roque pa talaga napunta ang pugante.”
The senator stated that the number of foreign criminals in the country due to POGO is alarming. Although President Ferdinand Marcos Jr. has already announced a ban, the senator emphasized the need to develop measures to ensure that this industry is permanently prevented from returning.
