Former President Duterte’s statements at the Senate can be used legally against him

MANILA, Philippines – The International Criminal Court (ICC) has received the transcript of the Senate Blue Ribbon Committee hearing on the war on drugs. This was confirmed by former Senator Antonio Trillanes.
In a post on his X (formerly Twitter) account, Trillanes stated that the transcript from the Senate hearing—where former President Rodrigo Duterte made admissions regarding extrajudicial killings (EJKs)—has been transmitted to the ICC. Additionally, transcripts from the Quad Committee were also sent and have been duly received.
The ICC may use these documents in its ongoing investigation of Duterte’s controversial anti-drug campaign, covering the period from November 1, 2011, to March 16, 2019. The court has been closely monitoring developments in the investigations into alleged crimes against humanity during Duterte’s term.
The Office of the Prosecutor noted that their investigation relies on a wide range of sources, including information from states, open-source materials, and direct evidence collection, such as interviews with witnesses.
Senate President Chiz Escudero, speaking at the Kapihan sa Senado forum, emphasized that Duterte’s statements carry legal weight, as he was under oath when he made them. Escudero added that Duterte’s statements could now be examined by those pursuing legal action, including the families of victims of the anti-drug campaign.
