Marcos Jr. nangakong titiyakin ang water security; Office of Water Management, bubuin

Ayon sa karanasan, ang pinakamahal na tubig ay kawalan ng tubig.

Babala ng European Chamber of Commerce of the Philippines (ECCP) kamakailan, habang dumarami ang populasyon sa Pilipinas at hindi napapangasiwaan ng maayos ang serbisyo sa tubig, mas titindi ang krisis na mararanasan ng bansa.

Binigyang diin ng ECCP na mas higit na mararamdaman ang water shortage sa 2025 sa mga susing urban centers tulad ng Metro Manila, Cebu, Davao, Angeles at Baguio.

Nitong Huwebes, March 23, kumilos na si Pangulong Ferdinand Marcos Jr., at sa bisa ng executive order ikinasa na ang pagbubuo ng Office of Water Management.

“And that’s why, we in government – I just signed an executive order wherein we have created the Office of Water Management (OWM) And (with) the Office of Water Management, there are bills now in the legislature to create the Department of Water Management,” ayon sa pangulo.

Bagaman wala pang kopya ng executive order, tatrabahuin ng OWM ang pagbalangkas ng pambansang patakaran para malutas ang water crisis.

Ginunita ang World Water Day nitong March 22.

Kaugnay nito at sa isinasagawang 6th Water Philippines Conference and Exposition sa SMX Convention Center sa Pasay City, nanawagan si Marcos Jr ng “united front” para tiyakin ang water security sa bansa.

“I know that you are all experienced and are all committed to making, giving our people the water supply, fresh water supply that they need, and we’ll work together on that,” paghihimok ni Marcos Jr.

Giit ni Marcos, seryoso ang usapin ng tubig.

“When they say water is life, it’s not just a cliche. It’s a truism, and it’s something we must always keep in mind,” paalala ni Marcos Jr.

Hinihimok ni Marcos Jr ang lahat ng stakeholders na tularan ng Pilipinas ang best practices sa water management sa ibang bansa para maresolbahan ang water crisis.

“These are the kinds of thinking that we have to apply to the Philippines dahil sa krisis na kinakaharap natin at gaano nito mapipilayan ang buong ekonomiya, ang buong lipunan kapag ang supply ng ating tubig ay patuloy na lumalaki,” at binigay na halimbawa ang matagumpay na programa ng Israel.

Kwento ni Marcos Jr., “I spent some time in Israel and I saw how they treat the water, because water is very scarce, they live in the desert. Nevertheless, they are able to collect the water during the rainy season, whatever is available, they take it out, take out the water, harvest the fish and then that goes to irrigation efforts.”

Dagdag pa ni Marcos Jr., “So in essence, they use water three times. Every bit of fresh water is used always more than once.

Nitong Lunes, sinabi ni National Water Resource Board Executive Director, Dr. Sevillo David Jr. sa Laging Handa briefing na milyon-milyong Pilipino ang umaasa sa hindi ligtas na deepwells o balon, batis, ilog, lawa at tubig-ulan para sa pang-araw-araw na pangangailangan.

Sabi ni David, “Sa ngayon po, halos mga 11 million po, 11 million pamilya pa ho ang wala hong tinatawag na access sa malinis na tubig ‘no. Halos mga unsafe po ang mga tubig na kinukuhanan ng mga 11 milyong Pilipino po na pamilya po.”

Kaya mahigpit na sinusugan ni David ang paglikha ng OWM ng pangulo.

“Ito pong opisinang ito ay siyang magiging in charge sa koordinasyon po ng iba-ibang ahensya ng pamahalaan natin na may mga programa at aktibidades po sa tubig,” dagdag niya.

Ayon kay David, higit 13 ahensya ang may papel o programa sa tubig na magko-coordinate para matiyak ang tuloy-tuloy na delivery ng serbisyo sa tubig hanggang sa mga susunod na panahon.
