CEBU CITY — The Department of Agriculture (DA) officially launched its ₱20 per kilo rice program in Cebu on May 1, 2025, aiming to make staple food more accessible to Filipino families.
However, the Commission on Elections (Comelec) has raised concerns about the initiative’s timing ahead of local elections.
Government’s Affordable Rice Strategy

Agriculture Secretary Arnel Tan stated that the project is part of a broader effort to support low-income households amid rising inflation. The program partners with local farmers and cooperatives to subsidize rice production, ensuring that consumers can buy rice at affordable prices in select markets and retail outlets.
Election Watchdog Raises Red Flags

While the initiative has been welcomed by many, Comelec officials are reviewing whether the rollout violates election-related policies, fearing it could be used as a political maneuver to gain voter favor. Opposition parties have voiced skepticism, calling for transparency in government subsidies linked to the program.
