MANILA, Philippines – President Ferdinand R. Marcos Jr. will not sign the General Appropriations Act as scheduled to allow more time for a “rigorous and exhaustive review.”
Executive Secretary Lucas Bersamin stated that the P6.352 trillion national budget plan for 2025 was initially set to be signed on December 20, 2024. However, he added, “While we cannot yet announce the date of the signing, we can now confirm that certain items and provisions of the national budget bill will be vetoed in the interest of public welfare, to conform with the fiscal program, and in compliance with laws.”
Bersamin explained that the postponement “will allow more time for a rigorous and exhaustive review of a measure that will determine the course of the nation for the next year.” He also mentioned that President Marcos is currently consulting with the heads of major departments regarding the budget.
The 2025 budget has stirred controversy due to changes made to the versions approved by the House of Representatives, including the addition of P7 billion to unprogrammed funds—reportedly one of the largest increases in budgetary items. Senators have advised President Marcos that he may request the reconvening of the bicameral committee to address these budget issues.
