Senador Hontiveros nagsalita laban kay dating Pangulong Duterte sa imbestigasyon ng senado sa war on drugs

MANILA, Philippines — Matapang at diretsahan ang pambungad na pananalita ni Senator Risa Hontiveros sa pagsisimula ng imbestigasyon ng Senate Blue Ribbon Subcommittee sa War on Drugs ng dating Pangulong Rodrigo Duterte, ngayong araw ng Oktubre 28.

Dumalo bilang mga resource person sa pagdinig sina dating Pangulong Duterte, dating Senador Leila de Lima, at Atty. Chel Diokno. Kasama rin sa nagpunta sina dating Presidential Spokesperson Salvador Panelo, dating PNP Chief Debold Sinas, at iba pang dating opisyal ng pambansang pulisya.

Sa kanyang opening statement, nagpasalamat si Hontiveros na mabibigyang-boses ang mga biktima at pamilya ng mga naulila sa War on Drugs, dahil aniya, nararapat na marinig at matugunan ang kanilang mga kwento.

“Mga kababayan, dati, walang kagatol-gatol na nangako si President Rodrigo Duterte na papatayin niya ang kapwa niya Pilipino—mga ama, ina, anak, magkakapamilya, magkakapitbahay, mga mamamahayag, at mga kritiko—alang-alang sa kanyang baluktot na pananaw sa kaayusan at kapayapaan. Isa ito sa mga pangakong sana’y hindi na lang niya tinupad,” pahayag ni Hontiveros.

Dagdag pa niya, “Maraming nagsasabi na nagbibiro lang daw si Tatay. Pero, sa ngayon, hindi tayo nandito para magtalo pa kung anong ibig niyang sabihin sa libu-libong beses na sinabi ni President Duterte na papatayin niya tayong mga Pilipino. Today, we will take him at his word.”

Binigyang diin ng senador ang layunin ng imbestigasyon—ang pagsiyasat sa madugong War on Drugs, kabilang ang mga batas at patakarang nagbigay-daan sa pagpapatupad nito.

“Malaking bagay po ang partisipasyon ni dating Pangulong Duterte bilang Chief Architect ng giyera na ito. Kulang ang anumang imbestigasyon kung hindi siya tatanungin,” aniya.

Nilinaw ni Hontiveros na hindi lamang ang dating pangulo ang layunin ng imbestigasyon. Nais din nilang tingnan ang mga sistematikong pang-aabuso na nauwi sa libu-libong kaso ng extrajudicial killings (EJK).

“Pare-pareho ang resulta ng imbestigasyon: may organized kill list, summary executions, may mga alegasyon ng planted ang ebidensya, hanggang sa nabalot na sa takot ang mga barangay natin,” dagdag pa niya.

Marami ring katanungan ang senador tungkol sa palaging depensa ng mga pulis na “nanlaban” ang mga biktima.

“Kung kampaniya talaga ito laban sa droga, bakit tinatayang 122 na bata ang napatay kabilang ang isang taong gulang na sanggol na walang kamuwang-muwang? Nanlaban?”

“Yung 32 na namatay sa Bulacan sa loob ng iisang gabi noong 2017, lahat ba yun nanlaban? Talaga?”

“E yung 26 kataong patay sa isang gabi rin noong 2017 sa Maynila naman? Nanlaban?”

Binanggit din ni Hontiveros ang paghawak nila sa kaso ni Kian de los Santos noong 2017. Umaasa si Hontiveros na ang pagdinig na ito ay isang hakbang tungo sa pagkamit ng hustisya at paghilom para sa mga biktima.

“At sa lahat ng nagsasabi na ang War on Drugs ay parusa daw para sa mga naliligaw ang landas, my message to you is this: there is no honor in punishment like tokhang. It should not be an honor to be called “The Punisher,” when thousands of innocent people, including babies, have died in your name. Hindi kailanman ipagmamalaki ng mga Pilipino ang War on Drugs na yan,” pagtatapos ni Hontiveros.
