‘Surveillance’ sa mga iskwelahan inalmahan

Inalmahan ni Senator Risa Hontiveros ang ‘surveillance’ o paniniktik na isinasagawa ng Department of Education (DepEd) sa mga iskwelahan bilang panlaban umano sa masasamang elemento at gawain.

Sa pagdinig ng Kongreso sa hinihiling ng Deped na 758.6 bilyong pisong pondo para sa 2024 kung saan ay may nakapaloob na 150 million confidential funds, sinabi ni Vice President and DepEd Secretary Sara Duterte na kailangan nilang bantayan at hadlangan ang napakaraming masasamang impluwensya na nakakapasok sa mga paaralan.

Iginiit pa niya na, “basic education is intertwined with national security.”

Sinabi rin ni Deped Undersecretary Michael Poa na nakakaalarma ang mga banta sa kaligtasan sa loob ng paaralan tulad ng NPA (New People’s Army) recruitment at drug-related activities.

Ayon pa kay Poa, 16 na public high schools sa Metro Manila ang involved sa NPA recruitment activities at mahigit 5,000 menor de edad ang nasangkot sa iligal na droga mula July 2022 hanggang July 2023. Bukod dito aniya ay binabantayan din nila ang child pornography at iba pang banta sa mga estudyante.

Paliwanag naman ni Hontiveros, “I support the DepEd’s goal of making our places of learning safe. However, government efforts should not trample on the rights of our innocent and vulnerable students, teachers, parents and school personnel. Hindi dapat madamay ang mga estudyante sa surveillance laban sa mga abusado at kriminal.”

“Ayon mismo kay VP Duterte noong hearing, ang target ng surveillance operation ay ‘learners, and our teaching and non-teaching DepEd personnel.’ This raises a lot of alarming questions – Sino ang mismong nangongolekta at nagcoconduct ng surveillance sa mga paaralan? May mga guro ba o principal na isasali sa surveillance activities?”

Sabi ni Hontiveros, bilang chairperson ng Senate Committee on Women, Children, Family Relations and Gender Equality ay iginigiit niya ang sapat na transparency sa anumang surveillance operations ng DepEd.

Dagdag pa ng senador, “I wish to remind the DepEd that the government has the primordial duty of fostering an environment of freedom and dignity for our young students, based on both local and international laws. Keeping our children safe includes keeping them away from the potential abuse associated with state surveillance. Hayaan nating matuto ang kabataan nang walang pag-aalinlangan kung sila ba ay tinitiktikan.”

Muli ring iginiit ni Hontiveros na alisin ang panukalang P150 million confidential funds ng DepEd at sa halip ay tutukan na lang ng kagawaran ang mismong mandato nito na pagsusulong ng accessible, equitable and quality basic education sa bansa.
