Suspended Bamban Mayor Alice Guo dismissed by Ombudsman for grave misconduct

MANILA, Philippines — Alice Guo, the mayor of Bamban, Tarlac, has been dismissed by the Office of the Ombudsman.
In a 25-page decision issued on Tuesday, August 13, the Ombudsman declared Guo guilty of grave misconduct, ordered her dismissal from service, revoked all her retirement benefits, and permanently barred her from any future government employment.
“The series of acts are interconnected, leaving no other conclusion than that they were committed by Guo with ulterior motive or self-interest,” the decision said.
The decision is in response to a complaint filed by the Department of the Interior and Local Government, claiming that Guo and other local officials engaged in actions detrimental to the service’s best interests, and that they committed major misconduct, serious dishonesty, and gross negligence of duty.
Senate hearings have focused on Guo, also known as Guo Hua Ping, due to her suspected involvement with an unauthorized Philippine offshore gaming operation (POGO) raided in Bamban. Her citizenship and nationality were also questioned during the investigations because of discrepancies in her personal life.
Her birth certificate has also been canceled by the Office of the Solicitor General, which may aid in the quo warranto case against the former Bamban mayor. Guo may be removed from public office via a quo warranto petition.

Hontiveros hailed Ombudsman’s decision
Senate Deputy Minority Leader Risa Hontiveros hailed the news as soon as she heard the Ombudsman’s decision, referring to it as a “sound and sensible judgment.”
“Alice Guo or Guo Hua Ping, a Chinese national, does not deserve to be a Philippine Mayor. She should have been stripped of that title immediately after we confirmed that she was not Filipino,” Hontiveros said in a statement.
“I trust that our law enforcers are working double time to catch this fugitive. All these cases against Alice Guo are well and good pero habang hindi siya nahahanap, hindi magiging ganap ang ating paghahanap ng hustisya,” the Senator stressed.
