Theme park-inspired housing project for over 10k families rising in Mindanao

The huge theme park-inspired housing project, Valley View Township, which would provide decent and affordable housing for up to 10,400 families under the government’s nationwide Pambansang Pabahay sa Pilipino Housing Program (4PH), is rising in Mindanao.
The 4PH is the government’s flagship program which aims to build 1 million housing units for poor Filipino families every year until 2028.
The Valley View Township project, located in Barangay Sta. Ana, municipality of Tagoloan in the province of Misamis Oriental, Northern Mindanao, is being implemented by the Department of Human Settlements and Urban Development (DHSUD) and the Social Housing Finance Corporation (SHFC).

DHSUD Secretary Jose Rizalino Acuzar, along with other key DHSUD and SHFC officials, personally inspected this week the progress of the project.
Valley View Township features several 12-storey buildings with commercial shops.
Acuzar remarked, “This will be our model township Pambansang Pabahay project here in Mindanao. It has a nice, theme-park look, and an open park with green and mountain scenery around. Sa ganda ng lugar, sigurado akong magiging inspirado at mas produktibo ang ating mga beneficiaries dito sa Valley View.”
He stressed that under the 4PH, the DHSUD is advocating for the allocation of substantial open spaces for parks. “Sa open parks lang nagkakapantay-pantay ang ating mga kababayan mahirap man o mayaman,” he said.
Aside from the large open park, Valley View Township will have several amenities including commercial areas, greenspaces, clubhouse, chapel, children’s playground and various other facilities for community socialization and basic services. Acuzar underscored that the vision of DHSUD is to build not just houses but resilient and self-contained communities where families can enjoy a high quality of life.
SHFC President and CEO Federico Laxa, for his part, emphasized that this multi-billion peso township project that SHFC will finance will benefit workers in Tagoloan and nearby areas, including employees in the 3,000-hectare PHIVIDEC Industrial Park of the municipality.
This industrial park or economic zone is the location of several dozens of major local and international companies which drive economic progress, bring huge revenues to the government, and employ thousands of workers. Among its major locators are San Miguel Brewery Inc., San Miguel Foods, Inc., Purefoods-Hormel Co., and Petron Corporation, to name a few.
Laxa pointed out that the project, aside from providing sustainable settlements for the poor beneficiaries, will also generate multiplier effects in terms of business and employment. He stated that the township is projected to deliver billions of pesos in jobs, investments, and taxes.
“Ang Tagoloan at mga karatig-pook nito ay makikinabang sa dagdag na trabaho para sa site development at construction, sa benta ng mga materyales, furniture, at appliances. Ang mga trabahante mismo ay mangangailangan ng pagkain kaya pati maliliit na karinderya ay mag-uusbungan. Lahat makikinabang – malaki o maliit na negosyante man. Malawak ang benepisyo na magagawa ng proyektong ito sa pagpapalago ng ekonomiya,” he added.
Tagoloan Mayor Atty. Nadya Emano-Elipe has expressed excitement over the economic opportunities that Valley View Township will bring to her constituents. “We are grateful for this collaboration given that housing is one of our major concerns in our municipality,” she said.
Misamis Oriental Governor Peter Unabia expressed aspiration that such a massive project and economic stimulus will also be undertaken in other parts of the province.
Valley View Township, being supervised by SHFC Vice President for Visayas and Mindanao, Engr. Felman Gilbang, is expected to be completed within three years.
