US formally requests extradition of Apollo Quiboloy

MANILA — The United States has formally requested the extradition of controversial televangelist Apollo Quiboloy, Philippine Ambassador to Washington Jose Manuel “Babe” Romualdez confirmed on Wednesday.
Romualdez said the request was transmitted to the Department of Justice (DOJ) last June. He added that US Ambassador MaryKay Carlson and Justice Secretary Crispin Remulla are expected to meet next week to discuss the matter.
DOJ officials, however, said they have yet to receive official information on the request.
The Philippines and the United States signed an extradition treaty in 1994, which requires all requests to be coursed through diplomatic channels and supported by documents establishing the identity and location of the person sought. Manila is obliged to promptly notify Washington of its decision, and if approved, both governments must agree on the time and place of surrender.
Legal obstacles remain, as Philippine rules generally bar the extradition of individuals with pending criminal cases in local courts. DOJ spokesperson Mico Clavano reiterated that local jurisdiction takes precedence, although courts may act with urgency if warranted.
Quiboloy, founder of the Kingdom of Jesus Christ (KOJC), was indicted by a US federal grand jury in November 2021 for conspiracy to engage in sex trafficking by force, fraud, and coercion—including of children—as well as for operating a labor trafficking scheme. Prosecutors allege that church members were brought to the US on fraudulent visas and forced to solicit donations that funded church operations and the lavish lifestyles of its leaders.
He was arrested in Davao City on September 8, 2024, and has pleaded not guilty to qualified human trafficking charges filed in the Philippines.
