Go, Dela Rosa named as alleged co-perpetrators in Duterte’s Drug War Case by ICC

MANILA, Philippines — The International Criminal Court (ICC) has identified several Philippine senators and former government officials as alleged co-perpetrators of former president Rodrigo Duterte in the commission of crimes against humanity linked to the country’s anti-illegal drugs campaign.
Among those named were Senators Ronald “Bato” dela Rosa and Christopher Lawrence “Bong” Go, based on a lesser redacted version of the Document Containing Charges submitted by the International Criminal Court Office of the Prosecutor dated February 13, 2026.
According to the prosecution, “at least between 1 November 2011 and 16 March 2019,” Duterte and his alleged co-perpetrators shared a “common plan” to neutralize suspected criminals, including individuals perceived to be involved in illegal drugs, through violent acts such as murder.
The document lists the following as members of the alleged “Common Plan”: Ronald “Bato” dela Rosa, Vicente Danao, Camilo Cascolan, Oscar Albayalde, Christopher Lawrence “Bong” Go, Dante Gierran, Isidro Lapeña, Vitaliano Aguirre II, as well as other members of the Philippine National Police and high-ranking government officials.
The prosecution further alleged that during Duterte’s tenure as mayor of Davao City, Duterte, Go, and senior law enforcement officials used police officers and non-police hitmen, collectively referred to as the Davao Death Squad (DDS), to carry out the killings of alleged criminals.
The ICC investigation centers on accusations that the anti-drug campaign resulted in widespread and systematic killings, a claim long denied by Duterte and his allies.
