Bulacan backs coastal floodway and expressway project

CITY OF MALOLOS – The Provincial Development Council (PDC) of Bulacan has expressed its support for the conduct of a feasibility study on the Manila Bay Integrated Flood Control Coastal Defense and Expressway Project (MBIFCCDEP).
Bulacan continues to experience annual flooding in its low-lying areas, worsened by the rising high tide from Manila Bay.
According to the Provincial Public Affairs Office (PPAO), the proposed project involves the construction of a coastal road-dike stretching from Bataan, through Pampanga and Bulacan, to Metro Manila, as outlined in PDC Resolution No. 2025-06-01.
The PDC, chaired by Bulacan Governor Daniel Fernando, emphasized that the project is designed to serve both as a roadway and a flood control barrier. It is expected to reduce flood risks and strengthen coastal resilience in the region.
Governor Fernando also shared that the project has already been presented to
President Ferdinand Marcos Jr. as a potential long-term solution to the persistent flooding in Central Luzon.
President Marcos responded through Presidential Directive No. PBBM-2025-1415, instructing the Department of Economy, Planning and Development, the Department of Public Works and Highways (DPWH), and the Public-Private Partnership Center of the Philippines to review the MBIFCCDEP proposal.
