GUIGUINTO, Bulacan – The Department of Public Works and Highways (DPWH) inaugurated on October 10 a 561-meter, four-lane flyover, dubbed Flyover No. 1, located in Barangay Tiaong, this town.
The flyover bypasses an intersection near the North Luzon Expressway (NLEX) Balagtas Exit and forms part of the newly widened 12.5-kilometer road section under Contract Packages (CP) 1 and 2 of the Arterial Road Bypass Project (ARBP) Phase 3.
ARBP Phase 3, which has a total cost of ₱5.26 billion, was made possible through a ₱4.25-billion loan from the government of Japan, facilitated by the Japan International Cooperation Agency (JICA) under Loan Agreement No. PH-P266.
The construction of the flyover included a 283.10-meter main bridge and approach spans of 138.66 meters and 139.38 meters. Additional safety features, such as a concrete median barrier and solar-powered LED streetlights, were also installed.

The newly constructed flyover and widened road are expected to accommodate approximately 15,000 vehicles daily, providing motorists with a more efficient route and reducing travel time across Bulacan.
The project aims to improve traffic flow for thousands of commuters and cargo vehicles passing through the ARBP, which connects NLEX with the Philippine-Japan Friendship Highway, otherwise known as Daang Maharlika.
Attending the inauguration were DPWH Secretary Manuel Bonoan, DPWH Senior Undersecretary Emil Sadain, Second Secretary Kinoshita Akito of the Embassy of Japan in the Philippines (representing Japanese Ambassador to the Philippines Endo Kazuya), JICA Philippines Office Senior Representative Fukui Keisuke (representing Chief Representative Sakamoto Takema), Bulacan 5th District Representative Ambrosio Cruz, Jr., and Guiguinto Mayor Agatha Paula Cruz.
Bonoan emphasized the significance of the flyover, alongside the additional 11.65-kilometer two-lane road, seven short bridges, farm animal crossings, and drainage facilities under CP 1 and 2 of ARBP Phase 3.
Sadain added that the completion of the two new lanes under Phase 3, which span from Barangay Borol in Balagtas to Barangay Maasim in San Rafael, will facilitate southbound traffic, while the two lanes completed under Phases 1 and 2 have been handling northbound traffic.
