Philippine Coast Guard, inireklamo ng isang grupol ng mangingisda sa Scarborough dahil sa pagpabor umano nito sa isang Chinese vessel

Nagrereklamo ang isang grupo ng mga mangingisda sa Scarborough Shoal laban sa Philippine Coast Guard dahil wala diumano itong ginawa matapos kaladkarin at masira ng isang Chinese vessel ang kanilang ‘payao’ (artificial reef). Nangyari ang insidente sa municipal waters ng bayan ng Masinloc sa Zambales, noong January 17.

Sa ipinadalang incident report ni Leonardo Cuaresma, presidente ng New Masinloc Fisherman’s Association (NMFA), sa Coast Guard Sub-Station ng Masinloc, Zambales, sinabi niyang hindi umano sila pinayagan na makausap ang ship captain ng HC Glory Hongkong, isang coal hauler na nagdadala ng karbon sa Masinloc Power Plant, tatlong araw matapos ang insidente.

January 18 nang humingi ng tulong ang NMFA sa Coast Guard Sub-Station Commander para mamagitan sa magkabilang panig at humingi ng danyos para sa kanilang kabuhayan na nasira ng Chinese vessel.

Sinubukan naman ng mga tauhan ng PCG na makipag-usap sa mga tripulante ng barko, na pawang mga Chinese national at residente ng Hong Kong, ngunit pinagbawalan daw ng mga opisyal ng Bureau of Customs (BOC) ang mga mangingisda na sumakay sa barko ng mga Chinese sa isang inspeksyon.

Pinapunta rin daw si Cuaresma sa opisina ng Coast Guard at doon siya sinabihan na hindi pinagbigyan ng kapitan ng HC Glory Hongkong ang kanilang hinihinging danyos na nagkakahalaga ng ? 909,000.

Ipinabasa rin daw sa kanya ang incident report na galing sa kapitan ng HC Glory Hongkong na taliwas aniya sa salaysay ng mga mangingisda na nasa lugar at nakasaksi sa pangyayari.

Ikinalungkot ng NMFA na hindi man lang sila nabigyan ng pagkakataon na makausap ng personal ang kapitan ng barko na nakaperwisyo ng malaki sa kanilang kabuhayan.

Ang masakit pa raw, pinayagan umano ng Philippine Coast Guard na makalabas ng bansa ang barko ng hindi man lang sila nababayaran.

Kunumpirma naman ni PO1 Vladimir Baldimor, PCG substation commander sa Masinloc, na nangyari nga ang insidente, at sinubukan ng kanilang tanggapan na mamagitan sa magiging pag-uusap ng mga tripulante ng HC Glory Hongkong at ng mga mangingisda. Pero hindi raw natuloy ang usapan dahil hindi pinahintulutan ng BOC na sumakay sa Chinese vessel ang mga mangingisda.

Base sa impormasyong nakalap ng Arkipelago News, humigit-kumulang P150,000 ang halagang nagamit sa pagtatayo ng payao o FAD (Fish Aggregating Device) na ginagamit ng mga lokal na mangingisda sa open sea para madagdagan ang kanilang huli.

Nasa dalawang toneladang isda rin daw sana, na nagkakahalaga ng P360,000, ang inaasahan nilang anihin sa nasirang payao sa pagtatapos ng buwan.

Pagtatapos ni Cuaresma, hindi ito ang unang pagkakataon na nasira ang kanilang payao ng dumaraan na sasakyang pandagat. Ang pagkakaiba nga lang daw ng insidenteng ito ay maraming mangingisda ang nakasaksi sa pangyayari.
