Police apprehend former cop accused in killing Bulacan official

CITY OF MALOLOS – A former policeman implicated in the killing of Bulacan ABC president Ramil Capistrano and his driver in 2024 was arrested on Wednesday in Cavite.
Col. Angel Garcillano, Bulacan police director, and Bulacan Gov. Daniel Fernando presented to the press late Wednesday afternoon the former policeman, one of the four accused in the killing of Capistrano and his driver.
Garcillano identified the accused as Ulysses Hernani Castro Pascual, a former member of the Criminal Investigation and Detection Group and alleged leader of a gun-for-hire group.
The arrest was carried out at around 3:30 a.m. by the Bulacan Provincial Intelligence Unit with support from the Bulacan 1st Provincial Mobile Force Company, Malolos City Police Station, Navotas City Police Station, CIDG Cavite, Tanza Municipal Police Station, and the Cavite Provincial Police Office.
The suspect was apprehended by virtue of a Warrant of Arrest issued by the Regional Trial Court, Branch 11, City of Malolos, Bulacan, under Criminal Case Nos. 988-M-2025 and 989-M-2025, for two counts of murder, with no bail recommended.
During the operation, authorities recovered a Glock 9mm 43X pistol with optic sight (Serial No. AHGM427), with a chamber load and an inserted magazine containing 15 live rounds of ammunition from the possession of the suspect.
Meanwhile, Brig. Gen. Ponce Rogelio Peñones, Jr., Central Luzon police director, lauded the operating units for the successful conduct of the manhunt and said, “This arrest reflects the firm resolve of PRO3 in pursuing fugitives of justice, particularly those involved in heinous crimes. It is fully aligned with the PNP Focused Agenda of Acting Chief PNP, PLt. Gen. Jose Melencio Nartatez Jr. in strengthening law enforcement, intensifying anti-criminality efforts, and ensuring public safety.”
