RODRIGUEZ, Rizal — A Chinese businessman and his driver have been found dead following a harrowing kidnapping and ransom case that has rocked the country. Authorities confirmed the grim discovery yesterday, as the bodies of Anson Que and his driver were recovered in Rodriguez, Rizal.

The victims bore clear signs of violence, including severe bruising, multiple body injuries, and strangulation marks—underscoring the brutality of the crime. According to PNP spokesperson Brig. Gen. Jean Fajardo, the case is highly unusual, as kidnappers typically release victims once ransom is paid. The victim’s family paid a staggering P100 million in ransom, but despite their efforts, both Que and his driver, Armanie Pabillo, were brutally killed.

Que, owner of Elison Steel, was reported missing on March 30 after he failed to return from a scheduled meeting. According to authorities, he was abducted on March 29 while dining at a seafood restaurant in Pasay City.

His car was found abandoned in Quezon City, with witnesses reporting two individuals in hoodies fleeing the scene.

Que’s Death Ignites Outrage and Calls for Law Enforcement Reform

The brutal killings have sparked outrage among Chinese Filipino groups and leading business organizations, prompting urgent calls for immediate action and sweeping reforms to restore public safety. A coalition of business leaders—including the Philippine Chamber of Commerce and Industry (PCCI), the Federation of Filipino Chinese Chambers of Commerce and Industry (FFCCCII), and the Philippine Exporters Confederation (PhilExport)—issued a scathing joint statement condemning the crime’s brutality and criticizing the government’s “empty platitudes” and “bureaucratic inertia.”

“These acts are not merely crimes; they are an assault on the soul of our nation, a grotesque violation of humanity itself,” the statement declared. “We demand swift, unrelenting, and transparent action from the authorities to bring every perpetrator, conspirator, and enabler of this evil to account.”

“These aren’t just random acts of violence; these are signs of a much deeper problem,” the statement stressed. “No more excuses. No more talking in circles. We need swift and relentless justice, not more waiting around.”

Business leaders have also urged systemic reforms within law enforcement agencies and a firm crackdown on the culture of impunity that has enabled such heinous crimes to persist.
