Bulacan gov’t vehicle, driver ordered to explain over NLEX road rage incident — LTO

QUEZON CITY — The Land Transportation Office (LTO) has issued a Show Cause Order against the Bulacan Provincial Government and the designated driver of a government-registered Toyota Hilux (Plate No. SCC1290) over an alleged road rage incident along the North Luzon Expressway (NLEX) on the evening of February 21, 2026.
In its order dated February 21, the LTO said it is investigating a reported confrontation involving a convoy of four vehicles — a Toyota Land Cruiser (DBP8966), a Toyota Hilux (SCC1290), a Toyota HiAce (SAA1466), and another Toyota HiAce (NGR1898) — and a lone Toyota Land Cruiser (NFX2938).
According to the agency, the incident occurred between 7:45 p.m. and 8:45 p.m. along the southbound lane of NLEX, when the lone Land Cruiser attempted to overtake the convoy, which was allegedly occupying multiple lanes.
The LTO stated in its Show Cause Order: “The convoy allegedly pursued V5 with sirens, boxed it in, and forced it to stop. Approximately ten (10) men alighted from the convoy vehicles, surrounded V5, and allegedly harassed and threatened its driver and passenger. The men were also allegedly armed.”
The agency added that when an enforcer approached to check on the disturbance, the men “abruptly re-boarded their vehicles and fled.”
Sources familiar with the incident said the occupants of the vehicle that was allegedly boxed in included the presidential son. Malacañang has not yet released an official statement as of press time.
The LTO directed the registered owner — the Bulacan provincial government — and the designated driver to appear before its Intelligence and Investigation Division on East Avenue, Quezon City, on February 24. They were ordered to submit a verified comment or explanation and present supporting documents to rebut the allegations.
The order warned that failure to appear and submit a sworn explanation “shall be construed… as a waiver of your right to be heard, and the case shall be decided based on the evidence at hand.”
The driver may face administrative charges for Reckless Driving under Republic Act No. 4136. The LTO also said that upon identification of the driver’s license, it “shall be preventively suspended for a period of ninety (90) days” pending the outcome of the investigation.
The vehicle and the driver’s license have likewise been placed under alarm status.
