QUEZON CITY — Over the past two years, the CIBAC Party-list has achieved notable progress in the 19th Congress by passing eleven important pieces of legislation designed to benefit Filipinos.

In an exclusive interview with ARKIPELAGO NEWS, Representative Bro. Eddie Villanueva detailed the significant accomplishments of CIBAC’s dedication to advancing the welfare of the Filipino people.

Under his leadership, the Citizens’ Battle Against Corruption (CIBAC) party-list has taken a leading role in combating graft and corruption, championing transparency, accountability, and exemplary governance.

“Corruption is our greatest adversary. It obstructs progress and diverts crucial funds meant for the poor and essential infrastructure projects that are vital for our country’s economic growth,” Villanueva stated, adding that combating corruption is crucial to ensure resources are properly allocated and to drive sustainable development.

CIBAC party-list has filed 283 bills, 11 of which have been signed into law. These include the following:

● RA 11983 (New Philippine Passport Act)
● RA 11985 (Salt Industry Development Act)
● RA 1995 (PENCAS Law),
● RA 1996 (Eddie Garcia Law)
● RA 11934 (Sim Card Registration Act)

The “Trabaho Para sa Bayan” (TPB) Law mandates the development of a master plan for national employment generation, aimed at increasing both the number and quality of job opportunities in the country and enhancing Filipinos’ employability.

“Millions of our fellow citizens face unemployment or underemployment, which remains one of our nation’s biggest challenges. This law is designed to establish the necessary plans and mechanisms to significantly enhance job opportunities. Senator Joel Villanueva authored this legislation in the Senate,” the legislator explained.

The “Kabalikat sa Pagtuturo Law” acknowledges the invaluable contributions of teachers by addressing their financial challenges. This legislation seeks to ease their economic burdens by significantly increasing their annual compensation, thereby supporting and rewarding their dedication to education.

“Teachers have long endured inadequate pay and financial hardship. We recognize their critical role in improving our society, and this law is our way of acknowledging their tireless efforts and expressing our gratitude for their service and sacrifices,” he explained.

CIBAC has also played a crucial role in crafting the “Bulacan Special Economic Zone Law,” which establishes the “Bulacan Special Economic Zone and Freeport” (BuZ) and the “Bulacan Special Economic Zone and Freeport Authority” (BEZA) as its governing body.

This landmark legislation is poised to drive economic growth in Bulacan, supporting major projects such as the New Manila International Airport and the Airport City project. These initiatives aim to alleviate congestion at the Ninoy Aquino International Airport terminals in Metro Manila, thereby enhancing regional development and national infrastructure.

Bro. Eddie Villanueva elaborated on his motivation for championing this law.

“We have long envisioned progress for Bulacan, a province rich with potential due to its strategic proximity to Metro Manila. As the gateway to the north, Bulacan is uniquely positioned for growth. We are confident that the Bulacan Special Economic Zone and Freeport will accelerate development in the province and significantly benefit its residents.”

CIBAC’s Comprehensive Assistance Programs

The party-list underscored its comprehensive assistance programs that have significantly benefited disadvantaged communities in health, education, and livelihood. The programs have provided medical assistance to 10,000 beneficiaries, educational and financial support to 10,200 individuals, and livelihood and emergency employment aid to 9,000 recipients.

“It is disheartening to see so many of our fellow citizens unable to afford hospitalization, medicine, and healthcare, with some even dying without receiving necessary treatment. Our goal is to provide support, which is why we have implemented this program,” he said.

Representative Bro. Eddie Villanueva expressed his heartfelt gratitude to those who have supported their causes and projects, highlighting the importance of their continued support and trust. He emphasized that CIBAC remains steadfast in its commitment to advancing anti-corruption initiatives and improving the quality of work, education, and healthcare in the country.
