Paglatag ng mga floating barrier sa Panatag Shoal kinondena

Kinondena ni Rep. France Castro ng ACT Teachers Party-list ang paglalagay ng Tsina ng floating barrier sa Panatag Shoal, na siyang humaharang sa mga mangingisda upang mapuntahan ang kanilang mga lugar pangisdaan.

Iginiit ni Castro na ang agresibong aksyon ng Tsina sa Panatag Shoal at sa West Philippine Sea ay paglabag sa kasarinlan ng bansa at pagyapak sa karapatan at kabuhayan ng mga mangingisdang Pilipino.

“The installation of these barriers is a clear display of China’s aggressive and expansionist actions in the West Philippine Sea. It is a deliberate attempt to assert dominance and control over the maritime resources that rightfully belong to the Filipino people,” wika ni Rep. Castro.

“Our fishermen have been fishing in Scarborough Shoal for generations, relying on it for their sustenance and livelihood. By obstructing their access, China is not only depriving them of their right to earn a living but also undermining our national sovereignty,” dagdag pa niya.

Hinimok ng mambabatas ang pamahalaan na gamitin ang lahat ng legal na paraan upang protektahan ang mga karapatan at interes ng mga mangingisda, maghain ng diplomatikong protesta laban sa Tsina, at humingi ng tulong mula sa ibang bansa.

“The Philippine government must prioritize the welfare and well-being of our fishermen. We must ensure that they can freely and safely access Scarborough Shoal, as well as other traditional fishing grounds in the West Philippine Sea,” dagdag pa ni Castro.

“National Hazard” ayon sa PCG

Batay sa ulat ng mga mangingisda, karaniwang naglalagay ng mga floating barrier ang mga sasakyang pandagat ng Chinese Coast Guard sa tuwing makikita nila ang malaking bilang ng mga mangingisdang Pilipino sa Panatag Shoal.

Ang tagapagsalita ng Philippine Coast Guard sa West Philippine Sea na si Jay Tarriela ay nagsabi na ang mga buoya ay tinatayang nasa 300 metro ang haba. Ito ay natuklasan ng mga tauhan ng PCG at ng Bureau of Fisheries and Aquatic Resources (BFAR) sakay ng BRP Datu Bankaw sa isang regular na pagpapatrolya sa paligid ng Panatag Shoal noong Setyembre 22.

Sa isang press briefing, binigyang diin ng opisyal na ang mga floating barrier sa nasabing bajo ay isang “national hazard.”

“Ang tendency, if you’re going to insist on going to the shoal, maaaring kainin ng propeller ‘yung mga net na nasa ilalim,” dagdag ng opisyal.

Paglilinaw naman ni Tarriela, maaari pa ring mangisda ang mga Pilipino sa paligid ng Panatag Shoal.

Ipinahayag din ng PCG Commandant Admiral Artemio Abu na patuloy nilang susuportahan ang BFAR at iba pang ahensya ng gobyerno upang matiyak ang kaligtasan at seguridad ng mga mangingisdang Pilipino.

Samantala, inaakusahan ng mga crew ng China Coast Guard ang PCG at BFAR, at mga mangingisdang Pilipino sa Panatag Shoal nang paglabag sa international law at sa mga lokal na batas ng Tsina.

Pero ayon sa desisyon ng International Tribunal sa The Hague noong 2013, parte ng Pilipinas ang West Philippine Sea at binigyang-diin na walang legal na basehan ang sinasabing “nine-dash line” ng China.
