Bulacan Provincial Government faces land dispute over proposed Technohub and Innovation Center

CITY OF MALOLOS – The Provincial Government of Bulacan (PGB) is asserting its ownership of a 12-hectare land in this city, where the proposed Bulacan Technohub and Innovation Center is expected to be constructed.

The Provincial Public Affairs Office (PPAO) of Bulacan stated that the land, situated along McArthur Highway in Malolos, is also being claimed by the family of Lourdes Domingo. The family recently revived an issue, alleging that their property was illegally claimed and trespassed upon by the PGB and Robinsons Land Corporation (RLC).

According to the PPAO, the Domingo family claims they own a 10.5-hectare portion of the land, which they allegedly purchased from a certain Antonio Bautista in 1978. Additionally, a certain Sally Lin claims ownership of another 1.5-hectare portion of the land.

Recently, the Domingo family fenced the property in an attempt to dispossess the PGB.

The PPAO pointed out that the PGB’s ownership and claim over the property stem from Presidential Proclamation No. 832, issued by the late President Benigno Aquino III. This proclamation transferred the ownership of a portion of land from the Philippine Information Agency to the PGB, located along McArthur Highway, Barangay Bulihan, in the City of Malolos, with a land area of 120,450 square meters.

Since its transfer, the PGB has enjoyed peaceful and exclusive possession of the property. To utilize the full economic potential of the property, the PGB entered into a Public-Private Partnership Agreement with Robinsons Land Corporation for the establishment of the proposed Bulacan Technohub and Innovation Center, expected to contribute to the economic, educational, and agro-industrial progress of Bulacan and the adjoining provinces.

The PPAO cited that there are currently two pending court cases related to the matter. The first was filed by the Domingo family in the Regional Trial Court of Bulacan Branch 21 for the recovery of ownership and possession, with a prayer for the issuance of a temporary restraining order (TRO) and a writ of preliminary injunction with damages.

The court rendered a decision dismissing the action for recovery of possession and denied their prayer for the issuance of a TRO. This pronouncement by the court confirms the ownership of the PGB and favors its rightful possession of the property, according to the PPAO.

The second case is a petition for quieting of title, with a prayer for a temporary restraining order, filed by Lin against the PGB, which is still pending before the Regional Trial Court of Bulacan Branch 81.

In light of these developments, Bulacan Governor Daniel Fernando remains firm in his position that there will be no negotiation with the Domingo family. He expressed the PGB’s continuing commitment to upholding lawful procedures in addressing land ownership disputes.

“Our actions are guided by due process and the pursuit of justice for all stakeholders,” Fernando added.
