Itatayong airport sa Bulacan, tuloy na tuloy na

Ang itatayong Bulacan Airport ay ang pinakamalaking proyektong pang-imprastraktura sa bansa na naglalayong palitan ang Ninoy Aquino International Airport bilang pangunahing paliparan.

Unti-unti nang sinisimulan ang proseso upang maitayo ang planong airport city o isang world class na paliparan sa bansa—ang Bulacan Airport.

Nasa likod ng higanteng proyekto ang San Miguel Corporation (SMC) na pinamumunuan ni SMC President Ramon Ang. Ayon kay Ang, magiging kakaiba ang konstruksyon nito dahil ang mga materyales ay bubuuin sa mga pabrika sa ibang bansa at pagdurugtungin o ia-assemble sa Pilipinas.

Sinimulan na rin aniyang igawad ng SMC ang kontrata sa mga pre-fabricators o gagawa ng mga materyales sa ibang bansa. Sa tantiya ni Ang, matatapos ang paggawa ng paliparan sa termino ng susunod na administrasyon.

Naantala rin ang dapat sana’y ground breaking ngayong 1st quarter ng 2021 dahil sa mga permit na kailangang makuha ng SMC sa panahon ng pandemya. Pero sigurado naman daw na matutuloy ang pagsasakatuparan nito

Ang ambisyosong proyektong ito ay nagkakahalaga raw ng P735 bilyong piso na itatayo sa Bulakan, Bulacan. May lawak itong 2,500 hectare na tinatayang kayang magpasok ng 100 milyong pasahero kada taon—pumapangalawa umano ito sa bagong Beijing Daxing International Airport sa China.

Malaki rin umano ang maitutulong nito sa ekonomiya ng bansa na aabot sa 400 milyong piso kung saan isang milyong trabaho raw ang kaya nitong ibigay sa mga Pilipino at Bulakenyo.

Sa kabila nito, naging kontrobersyal ang proyekto dahil sa mga tumututol sa konstruksyon tulad ng conservative group na Oceana. Naghain ng 95 pahinang writ of kalikasan petition ang Oceana upang ipatigil ang plano. Ayon sa Oceana, ang malawak na lupang sasakupin sa pagtatayo ng paliparan ay nangangahulugan ng pagsira sa kalikasan. Marami umanong puno ang puputulin at apektado rin daw ang biodiversity o yamang tubig ng Manila Bay.

Pinangangambahan din ng Oceana na dahil malapit sa baybayin itatayo ang paliparan, masisira raw ang marine life sa lugar at maaapektuhan ang tirahan ng mga isda gaya ng sardinas na isa sa mga pangunahing nahuhuli sa lugar. Marami rin daw mangingisda ang mawawalan ng kabuhayan dahil dito.

Ayon naman sa SMC, pinag-aralan nilang mabuti kung paano mababalanse ang pagtatayo ng dambuhalang paliparan sa paraang ikinukonsidera ang kalikasan. Nangako rin ang SMC na magtatanim sila ng 200,000 punong bakawan sa Central Luzon. Inaaksyunan na rin daw nila ang relokasyon ng mga apektado ang pamumuhay. Nasa tatlong libong mangingisda na rin daw ang pumayag na lisanin na ang lugar sa pangakong may malilipatan silang tirahan.

Noong Enero, ibinasura ng Korte Suprema ang petisyon ng Oceana dahil sa anila’y kakulangan ng substance sa kanilang inihaing reklamo.

Oras na maitayo na ang naturang airport city, posible raw na palitan na nito ang Ninoy Aquino International Airport bilang pangunahing paliparan sa bansa. Isa rin ito sa mga tinitingnang solusyon upang maibsan ang buhol-buhol na trapiko sa Metro Manila.
