Magsasakang Bulakenyo nais maibalik ang NFA regulatory functions

Nais maibalik ng mga magsasakang Bulakenyo ang regulatory functions ng National Food Authority (NFA) para mapigilan ang tuloy-tuloy na pagtaas ng presyo ng bigas ngayong “lean months” ng Hulyo, Agosto at Setyembre.

Nananawagan sa pamahalaan si Simeon Sioson, tagapangulo ng 4SM Multi-Purpose Cooperative, na nakabase sa Barangay Lambakin sa bayan ng San Miguel at dating tagapangulo ng Federation of Central Luzon Farmers Cooperatives, na maibalik ang dating mandato ng NFA na makapag-angkat ng murang bigas para maibenta sa publiko sa halagang P27 at P32 kada kilo tulad ng dati bago maimplementa ang Rice Tariffication Law (RTL) na naging daan para mabawasan ang dating mandato ng nasabing ahensya.

Aniya, dati-rati ay may mga accredited rice retailers sa ibat-ibang pamilihang bayan na nagbebenta ng murang bigas sa publiko sa halagang P27 at P32 kada kilo lalo na kapag mga buwan ng Hulyo, Agosto at Setyembre na mga panahon na wala pang inaani na mga palay.

Nananawagan si Sioson sa pamahalaan na ibalik na sa NFA ang dating mandato nito na mag-angkat ng bigas sa ganitong panahon para mapigilan ang patuloy na pagtaas ng bigas hanggang sa susunod na anihan ng palay dahil ang mga palay ngayon ay nasa mga bodega na ng mga palay traders at maging ang imported na bigas ngayon ay nasa mga bodega na ng mga rice importers.

Aniya, dahil wala nang aanihin na palay sa ganitong panahon, ang pagtaas ng presyo ng bigas ay nakasalalay na sa mga kamay ng mga negosyante dahil wala nang magreregulate ng presyo ng bigas, na dating ginagawa ng NFA. Resulta ito ng pagpapairal ng Rice Tarification Law (RTL).

Samantala, ayon naman kay Raul Montemayor, national manager ng Federation of Free Farmers, “Tapos na ang harvest season kaya wala nang palay na ibinebenta ang mga farmers. Medyo mataas ang presyong nakuha nila noong nakaraang anihan, kaya medyo nakabawi rin sila sa gastos.”

Sinabi pa ni Montemayor na, “Ito rin ang isang rason bakit tumataas ang presyo ng bigas, lalo na at sinabayan ito ng pagmahal din ng imported rice. Posible ring nagkakaroon ng agam-agam tungkol sa magiging epekto ng El Nino.”

Dagdag pa ni Montemayor, “Wala tayong maasahang ani sa mga darating na buwan dahil lean months na ito hanggang mag-umpisa uli ang anihan sa late September hanggang November. Kaya magdedepende sa daloy ng imports at sa epekto ng El Nino kung tataas pa ang presyo ng bigas.”
