NBI Association appeals for appointment of insider as next NBI Director in open letter to the President

MANILA — The Board of Directors of the National Bureau of Investigation—Investigators Mutual Benefit Association Inc. (NBI-IMBAI) has issued an open letter to President Ferdinand Marcos Jr., gently appealing for the appointment of an insider as the next Director of the National Bureau of Investigation (NBI).
“At this crucial juncture in the history of the Bureau, we humbly and earnestly urge the Administration to consider the appointment of an insider, who had risen through the ranks of the Bureau, as the next NBI Director,” the board wrote.
The letter was released following the resignation of NBI Director Jaime Santiago, who stepped down effective upon the appointment of his successor.

In their message, the NBI-IMBAI emphasized the importance of institutional experience and internal leadership, highlighting the value of someone who has served within the Bureau.
“An insider, honed and tested by years of service to the Bureau, with proven track record of leadership and management, will possess the competence and moral authority to:
Safeguard the good name of the Bureau. The NBI’s legacy has been built on integrity, courage, and loyalty to the Constitution.”
The letter also pointed to the need for improved systems and strategic planning.

“Provide strategic direction for the future. The NBI must continuously adapt to the demands of modern law enforcement. An insider-leader can draft and implement strategic plans that address current realities while preparing the Bureau for future challenges.”
The board cited Republic Act No. 10867, the NBI Reorganization and Modernization Act, as a framework for strengthening the Bureau’s capabilities.
“An insider is best positioned to lead its full realization.”
The letter concluded with a respectful appeal to the President, recognizing the dedication of NBI personnel and the significance of appointing a leader from within.
“We humbly submit this respectful appeal, which is not intended to promote any particular individual. Rather, it is a principled and collective call for the selection of a leader with deep-rooted experience within the institution, someone who possesses firsthand knowledge of the Bureau’s inner workings, understands its unique institutional challenges, and appreciates the sacrifices made by its dedicated men and women.”
