MALOLOS, Bulacan — Governor Daniel Fernando of Bulacan has announced that he will issue an executive order requiring all flood control projects in the province to undergo review and approval by his office prior to implementation. The move comes amid concerns over projects reportedly carried out without his knowledge.

In a TrueFM radio interview with Ted Failon, Fernando said several flood control works in Bulacan were implemented without prior coordination with the provincial government. He stressed that the executive order would ensure all future projects are subjected to provincial scrutiny and oversight.

Fernando expressed shock during a recent visit with President Marcos, citing incomplete work and inadequate materials in several flood control projects. “Noong nag-visit po kami ng pangulo, nagkaroon po kami ng ocular inspection, nakita naman namin kung ano ‘yung talagang nangyari sa mga flood control project nila.”

He noted that some projects had already been presented as completed despite being substandard, and emphasized that his administration had no role in implementing them, which were under the Department of Public Works and Highways (DPWH).

Calls for Probe vs Contractors, COA Audit Over Public Works

The Bulacan governor has called for a full investigation and vowed to take legal action against those responsible, including contractors involved. He also expressed support for the Commission on Audit’s (COA) plan to conduct a fraud audit of flood control projects in the province.

“Maganda po ‘yan [fraud audit]. Kasi malalaman natin talaga kung ano ba ang nangyari, kung ito ba ay nailatag ng mabuti ‘yung budget o naibigay ba ito ng mabuti,” Fernando said.

Bulacan received ₱44 billion in funding for flood control projects between July 2022 and May 2025. The province ranks first among ten provinces with the most flood control projects, according to a list released by President Marcos.

The governor urged President Marcos to personally oversee the investigation to avoid internal interference, underscoring the need for transparency and accountability in the implementation of vital infrastructure projects.
